The United States is advancing related legislation on multiple fronts. States such as California and New York have already passed Extended Producer Responsibility (EPR) laws for electronic waste, requiring manufacturers to take responsibility for the entire lifecycle of their products. The City of Los Angeles went even further by proposing a ban on single-use printer cartridges in early 2026, targeting "single-use design" products that cannot be recycled or remanufactured. The common logic behind these regulations is to shift the cost of waste management from taxpayers and local governments to producers, thereby forcing sustainable product design at the source. According to proponents of the "Electronic Waste Recycling Act," printer cartridges contain various non-biodegradable plastics, metals, and chemical residues; if not properly treated, these materials can persist in landfills for hundreds of years.

 

For the global remanufacturing industry, this series of regulations presents both challenges and opportunities. For a long time, the remanufacturing sector has faced multiple obstacles, including inadequate recycling channels, insufficient consumer awareness, and "chip blockades" imposed by original equipment manufacturers (OEMs). However, with the EU setting reuse targets for waste electronic equipment and several member states already implementing reuse quota policies at the regional level, these issues are expected to be systematically resolved. Industry analysts point out that in the past, due to the lack of specific reuse quotas, Extended Producer Responsibility (EPR) schemes tended to favor recycling activities, making it difficult for the truly high-value-added remanufacturing segment to secure sufficient support.
